स॒त्रा मदा॑स॒स्तव॑ वि॒श्वज॑न्याः स॒त्रा रायोऽध॒ ये पार्थि॑वासः। स॒त्रा वाजा॑नामभवो विभ॒क्ता यद्दे॒वेषु॑ धा॒रय॑था असु॒र्य॑म् ॥१॥

Subject [विषय - स्वामी दयानन्द] - How should a king be and what should he uphold—is told.
Translation [अन्वय - स्वामी दयानन्द] - O king! you are the upholder of all those true real things which, are beneficial to all and givers of happiness. You are upholder of true wealth of all kinds and all men on earth who are truthful. You are true or proper distributor of all food-grains and other articles. You uphold all strength of the enlightened persons which sustains vitality.

Purport [भावार्थ - स्वामी दयानन्द] - Let men upholding those who are increasers of intellect and bliss, the combination of knowledge and wealth etc., and associations of the good persons, and be distinguishers between truth and falsehood.
