Meaning -
Verily, the men engulfed in the darkness of ignorance, and those who disobey the dictates of conscience, are sinners given to carnal pleasures. They, in this life, and after death, attain to those sexual enjoyments enwrapt in affliction and ignorance.
-
The word Loka has been translated by some commentators as worlds, regions. Swami Dayananda translates it as men who see. There are no regions where pain and ignorance predominate.
