Subject of the mantra - Nevertheless, how is that God and why is He praiseworthy, this has been elucidated in this mantra.
Etymology and English translation based on Anvaya (logical connection of words) of Maharshi Dayanad Saraswati (M.D.S)- -
He=O! (vidvāṃsaḥ)= learned men, (manuṣyāḥ)=men, (yaḥ)= The God who is merciful, [aura]=and, (mahān)= greatest of all, (supāraḥ)= the best fulfiller of all desires, (sunvataḥ)= of a virtuous man who has attained knowledge of Soma, (sakhā)=friend, [aura]=and, (rāyaḥ)= of knowledge, gold etc., (avaniḥ)= protector and provider of living beings, (karuṇāmayaḥ)= compassionate, (asti)=is, (yūyam)=you all, (tasmai)=of that God, (eva)=only, (gāyata)= worship regularly.
English Translation (K.K.V.) -
O learned men! The God, who is merciful and the greatest of all, the best fulfiller of all desires. The friend of the virtuous person, who has attained knowledge of Soma, the protector of wealth, gold et cetera and the provider of the living beings, is compassionate. You all worship that God regularly.

Translation of gist of the hymn by Maharshi Dayanand- With the said knowledge of this hymn, to accomplish the knowledge of the Supreme God to the virtuous and stable spirit of soul and body, attainment of health and victory over the wicked and attainment of Chakravarti kingdom by puruṣārtha (efforts), etc. Consistency of the meaning should be understood with the third hymn. Comments by Maharshi Dayanand on European commentrators, like Wilson etcetera– Residents of Aryavarta like Sayanacharya etc., scholars have also interpreted this mantra in such a way that it is useless to write it here.

Translation of gist of the mantra by Maharshi Dayanand- One should not be satisfied with merely praising God, but by obeying Him and understanding that God observes him everywhere, therefore by abstaining from unrighteousness and seeking God's help, one should always be engaged in diligence.
